Cloudflare has entered the browser race with Kitesurf, but it is not trying to replace Chrome or Safari for everyday users. Instead, the company has built a cloud-hosted browser specifically for AI agents.

The idea is simple: as AI agents move beyond answering questions and start completing tasks online, they need a way to navigate websites, fill forms and interact with web applications. Kitesurf is designed to provide that browser layer without developers having to build one themselves.

Why does AI need its own browser?

Traditional browsers are designed around human users. They focus on tabs, themes, extensions and visual interfaces.

AI agents have different requirements. They need to process webpages, extract information, complete forms and interact with websites efficiently.

Therefore, Cloudflare says an AI-focused browser needs to prioritise context windows, performance, token costs and scalability.

Security also becomes a bigger concern. AI browsers can face threats such as prompt injection attacks, which can manipulate an agent through content found on a webpage.

Kitesurf runs in the cloud

Cloudflare built Kitesurf on its Workers serverless platform. The company says it developed the browser in just 12 weeks.

Developers can access Kitesurf through Browser Run. The platform allows them to programmatically control headless browser instances running on Cloudflare’s network.

This means developers can build AI agents that browse the web without creating and maintaining their own browser infrastructure.

Cloudflare also claims Kitesurf uses fewer computing resources than Chromium for common agent tasks.

The company specifically points to tasks such as taking screenshots and extracting HTML. Lower CPU and memory usage could also help developers reduce the cost of running AI agents at scale.

Built with open-source technologies

Kitesurf does not rely entirely on technology developed by Cloudflare.

Instead, the browser combines several open-source components. These include Blitz’s modular rendering engine, Firefox’s Stylo CSS parser and the Boa JavaScript engine.

Cloudflare runs the remaining components through Workers.

The company says Kitesurf already passes more than 215,000 web platform tests. It is also adding hundreds of additional tests each week.

What can Kitesurf actually handle?

Although Kitesurf is still in beta, Cloudflare says it can already render several popular websites and web applications.

These include Wikipedia, Hacker News, the Cloudflare Blog and much of Cloudflare’s own dashboard. It also supports TodoMVC, a commonly used benchmark for JavaScript frameworks.

The company credits the open-source Rust headless engine Obscura as an inspiration for Kitesurf. Its first proof of concept involved porting Obscura to Cloudflare Workers.

A browser layer for the agentic web

Kitesurf is ultimately aimed at a future where AI agents interact with the internet on behalf of users.

Instead of asking an AI to explain how to complete a task, users could increasingly rely on agents to perform the task themselves. That requires software capable of navigating the same websites humans use.

Cloudflare is betting that those agents will need a different kind of browser. Kitesurf is its attempt to build that infrastructure before agentic browsing becomes mainstream.
